What Is a Record of Site Condition?
A Record of Site Condition (RSC) is a legal document that certifies a property’s environmental condition at a specific point in time. In Ontario, an RSC is required when a property’s use is changing from industrial or commercial to a more sensitive use, such as residential development.
The RSC process involves a Phase One ESA, a Phase Two ESA if warranted, remediation if required, and a Qualified Person sign-off before the document is filed in the provincial Environmental Site Registry. Every step has to meet Ontario Regulation 153/04 standards.
